All proposed amendments to the bylaws must be approved by a majority of the voting members of the Board of Directors before being submitted to the membership.

HOW TO CHANGE/AMEND THE TMEA BYLAWS

Making a change to the TMEA bylaws is not an easy process. The reason for this is to be sure than changes are not made without careful thought and full membership involvement.

These guidelines for the process of changing/amending our bylaws are based on TMEA Bylaws Article XVIII, Amendments, Roberts Rules of Order Revised (to which our bylaws prescribe us to adhere) and procedures established by recent practices (i.e, the process resulting in the 2006 edition).

The process is as follows:

  • The proposal is brought to the TMEA officers for review.
  • The officers bring the proposal to the TMEA Bylaws Committee for their review. (These committee members will evaluate the proposal and determine if it is in conflict in any way with the bylaws or current policies.
  • The proposal must be presented to the Board of Directors in advance for their study and review. Recommendations from the officers and the bylaws committee can be included.
  • If the proposal is placed on the agenda of a regular meeting, and if the board has had opportunity to review the proposal, the Board will express approve or disapprove.
  • If it is approved by the Board, it will then go to the full membership for a vote OR be voted on by the presidents of the associations. Adequate time must be allowed for association presidents to review this proposal with their membership. If the full TMEA membership is to vote, advance notice as well as adequate time must be provided.
  • If the proposed change is approved by the membership, or the leaders of the associations, it then becomes part of the bylaws and is filed accordingly by the TMEA Secretary.
